Проверить доступность файла указанного в следующем сообщении (для случая если следующий код ORA-01110)
Для ОС *Nix подобных систем проверить права и владельца на файл если файл в наличии.

Экзотическая проблема:
Файлы БД переносились с другого сервера (холодная копия), при этом файл параметров (spfile) создавался руками заново: убедится, что корректно выставлен параметр db_block_size
